Buyer Tool · Before supplier outreach
Make China factory quotations comparable before you compare price.
Build one buyer brief that fixes product scope, quantity, market, compliance, packaging, samples, quotation basis, and timing. Then require each supplier to state deviations instead of quoting a different version of the job.
Why this matters
A low quote is not useful if it answers a different RFQ.
Many sourcing comparisons break before price analysis begins: one supplier assumes a different material, another excludes packaging, another quotes EXW instead of DDP, and a third treats certification or tooling as extra.
This tool turns the buyer requirement into one structured brief and adds the supplier confirmation fields that are most likely to make commercial terms comparable.
Generated buyer brief
Complete the four required buyer fields first.
The brief below keeps quotation scope comparable. Suppliers should still state deviations explicitly rather than silently changing materials, packaging, quantity basis, or compliance assumptions.
BUYER RFQ BRIEF Product: [required] Specification / performance: [not provided] Material / components: [not provided] Quantity / forecast: [required] Target market: [required] Compliance / tests: [not provided] Packaging / private label: [not provided] Sample requirement: [not provided] Incoterm / quotation basis: [not provided] Delivery destination: [not provided] Decision / launch timing: [required] Target price or cost constraint: [not provided] Non-negotiables: [not provided] SUPPLIER MUST CONFIRM SEPARATELY - Exact legal entity issuing the quotation - Whether the quoted entity is the manufacturer, trading company, or export entity - Unit price and Incoterm / quotation basis - MOQ and price breaks - Sample price, sample lead time, and whether sample cost is refundable - Tooling / mould / NRE charges, if any - Production lead time after sample / artwork approval - Packaging specification and carton details - Payment terms and beneficiary legal name - Applicable test reports / certificates and the exact product / model / legal entity they cover - Deviations, substitutions, and assumptions against this brief BUYER RULE Do not compare two quotations as if they are equivalent until the suppliers have answered the same material fields above.
Buyer control
The brief does not choose the supplier.
It creates a common quotation basis. The buyer still needs to compare supplier role, evidence, product fit, sample quality, legal payee, compliance scope, lead time, and unresolved assumptions.
Supplier deviations
Require differences to be written, not implied.
If a supplier cannot meet a material requirement, the useful answer is a stated deviation. Silent substitutions make quotations look comparable when they are not.
